State Police records add details in Peoria councilman’s DUI case

Illinois State Police records obtained by 25News Now through a FOIA request add detail to the DUI investigation of Peoria City Council member Kiran Velpula. Peoria police asked ISP to handle the DUI portion because Velpula is a city official; officers had been told he was involved in multiple crashes that morning before he was found in his vehicle near his home.

The ISP paperwork lists a .027 preliminary breath test at OSF HealthCare, far lower than the .285 preliminary reading shown in earlier Peoria police body-camera footage; the records don’t explain the difference.
